Short Term Objectives (2008 - 2009) |
Become a reporting issuer. Company management aims to become a reporting issuer on the OTC Bulletin Board by the first quarter of 2008. NCVL will benefit from increased brand awareness as a listed company, access to expansion capital, and an opportunity to attract knowledgeable investors with experience and expertise in the water industry.

Increase consultancy revenues. With a solid track record in water-based consultancy projects, CGW is expected to grow the consultancy business and reach of $125,000 in revenues in 2007 and $200,000 in 2008.

Identity, evaluate & execute acquisitions in the water sector. Leveraging on management's expertise and ministerial connection, the Company intends to add to the existing water supply projects portfolio, a number of large to medium size water supply companies in the mainland in order to capture a sizable share of the market in the urban water supply industry. NCVL will be targeting water companies in areas with high population growth and intense industrial development.

Secure financing to fund acquisitions. The Company will require capital to execute acquisitions and make significant capital investment in infrastructure. Over the next 12 months, NCVL intends to secure equity and debt financing on an as needed basis.

Development of electronic meters. The Company expects to complete the development of an electronic metering system such that it can offer metering and tariff collection solutions to municipalities. Company management expects to begin pilot-testing its system in 2008.

Establish an effective investor relations program. Company management understands the importance of an effective investor relations program and the value such a program provides for current and potential investors. Accordingly, the Company will engage a note-able investor relations firm in North America to raise the Company's awareness with investors and to ensure investors are provided appropriate disclosure of all material facts.

| Medium Term Objectives (2009 - 2010) |
Launch electronic metering and tariff collection systems. With a successful pilot testing of the water metering system, Company management will begin implementing the system in all of its portfolio companies in order to achieve additional return on each project.

Continue to identify potential acquisitions. By 2008, Company management expects to have acquired a number of portfolio water companies. The Company will continue to identify and acquire additional water companies to increase coverage of the Chinese market and capture economies of scale.

Extending water supply network. With additional acquisitions, the Company aims to achieve substantial coverage of the Chinese market. The Company will also contemplate extending its supply network to connectable population in China that requires a more reliable water supply.

Move onto the OTC Bulletin Board. With demonstrated growth in revenues and earnings, the Company will consider a public listing on the OTC Bulletin Board. This will further enhance the Company's ability to raise the funds required for additional acquisition.

Develop additional technology. Through the research and development capabilities of CGW, the Company will continue to invest in efforts to develop the next generation technologies for the water industry.

Expand into other aspects of the water industry. By 2010, Company management expects to have completed various acquisitions in the water sector, and should have established a highly respected brand image. With research and development work coming to fruition, the Company intends to enter into other aspects of the water industry such as construction of damns and hydro-electricity generation capabilities.

Graduate to a senior stock exchange. As the Company continues to grow and expand into new markets, Company management will investigate the possibility of graduating to a senior stock exchange in the U.S. to provide shareholders with enhanced liquidity and provide the Company with access to additional financing.
